Hiring within UK or EU
If you have a UK or EU licence there will not be an issue unless you have a paper licence or a licence issued in Gibraltar, Guernsey, Jersey or the Isle of Man, when you may need to obtain an IDP depending on the country you are driving in.
One may also be required if your licence is not one of the above or is written in non Roman letters. Check the terms for the car you are booking, and if still unsure check with the licencing authority where you licence was issued.
Also if you are hiring a vehicle for more than 30 days, you may need an International Driving Licence regardless of if you have a paper or photo licence. To give an example, in Cyprus those who hold licences issued from the UK and Northern Ireland are able to drive for up to 30 days without an IDP. If your visit is longer than 30 days and you are planning for driving for this duration you will need an IDP.

When Hiring Worldwide
For a number of countries you may need an IDP to drive.
Check the terms on the rental contract, and refer to gov.uk website. If you still have any concerns contact the Embassy for the country you are travelling to.
In some counties car rental firms recommend IDP although they are not technically required - as local law enforcement may ask for it regardless of whether it is legally required. Finally if a IDP is required please be aware that if you are involved in an accident as the insurance company in that country may ask to see it.
